Early Settlement in TX
The small yet semi-wealthy community began when a settler and businessman named W.S. Peters brought over 600 families into the area part of a land grant. Families began to arrive in the year 1848 and by 1849, Tarrant County was established and named after General Edward H. Tarrant. At the time, North Richland Hills was not named or established, but the community called “Birdville” was initially named the county’s first seat. In the mid to late 1800’s this area was a ranching and farming community for about 100 years.

By the year 1952, a man named Clarence Jones started to subdivide his dairy farm that consisted of 268 acres, into a suburban area that is now called Cummings Drive. Shortly after, in 1953, the “North Richland Hills Civic League” wanted the area that was annexed to Richland Hills. Their annexation was declined, and an election was called. After the election was over, the entire 268 acres of Jones’ Farm was officially incorporated as the North Richland Hills. At this period in time, the population was only 500.
Growth in TX
By the year 1957, North Richland Hills and Smithfield boundary existed only two miles within each other, resulting in Smithfield to be annexed to North Richland Hills. This is when the population began to arise. By 1960 the city’s population flourished, so by the year 1980 the population grew to be 30,592 within those 20 years, and by 1990 it was 45,895. Today the city sits at a population of nearly 70,000 and remains the third largest city in Tarrant County.
The city is still running under a charter that was adopted in 1964. This charter provides for a Charter Manager type of government where the city council consists of a mayor and seven council members. These members are all required to be elected at large. The city’s council is who determines the overall goals and important objectives for the city. They are also given the authority to establish policies and adopt the city’s annual operating budget. The city also has a set “City Manager” in place that oversees all the city’s day-to-day activities and operations.
Where Did Rufe Snow Drive Come From?
An extremely common question many residents ask is where the Rufe Snow Drive got its name. The street was named in honor of Mr. Rufus Snow who once served on the county school board as the county commissioner. During his time as commissioner, a hospital, an orphan home, and a country criminal court building were built.
